do the unlocked pda/cellphones work as just a pda when not using any carrier ( Tmobile, sprint, etc.)?

Yes, it will function as a PDA but you will not be able to send or receive messages

First of all, the “unlock” idea should really apply to GSM phones (T-Mobile, Cingular) as there isn’t much of a need to “unlock” CDMA phones (Sprint, Verizon) as the CDMA carriers will normally refuse to accept a competitor’s phone to be used on their network and will force the customer to either sign a contract or buy their phone.
Technically, if you don’t use the phone feature of the smartphones, yes, you can still use the PDA part.
If you aren’t going to be using the phone feature of something like the Treo 650, why bother spending the money on getting one? Save your money on a standalone PDA like the TX, Tungsten E2, Zire 72, etc. They will be much cheaper and you won’t really be losing anything by getting the standalone PDAs.
With the standalone PDAs like Zire 72, which has bluetooth, you can use bluetooth to connect your cellphone to the PDA and still surf the internet so you gain in that respect (provided you have a data plan).
